The Russian advances to the final where she will face Leylah Fernandez, who toppled third seed Elena Rybakina in her semi-final.
The British No.1 fired five aces early in the match but was unable to convert on four break point opportunities.
With Raducanu faltering in the key moments, Kalinskaya was free to capitalise, overpowering the 22-year-old with heavy ground-strokes.
She quickly clinched the first set before wrapping up the win in one hour, 34 minutes.
This brought to an end an impressive week for Raducanu in Washington, where she had her longest tournament run on the main tour since her US Open triumph four years ago.
She can feel upbeat and encouraged by her performances ahead of the 2025 edition of the major in New York, which is now less than a month away.
Her run will also see her reclaim her British No.1 spot from Katie Boulter.
Kalinskaya, 26, now faces Fernandez and will be hoping to win the first title of her career, which has been routinely disrupted by injuries and illness.

“It was an interesting match. It’s nice to play against Emma,” Kalinskaya said. “I’m proud of myself. I stayed aggressive and stuck to my plan.
“I always like to be aggressive. I like that style of the game. Yeah, I guess the fast court fits me very well, but you need to be fast at making decisions. It’s also very challenging.
“But I guess when I serve good, return fast, that’s what I like the most, and to try to be aggressive as much as I can, and the fast court helps.”
Raducanu’s preparation for Flushing Meadows will next take her to the Canadian Open in Montreal, where she will open up against Romania’s Elena-Gabriela Ruse.
